March 10: The Start of the Final Chapter for Blue Laws


In 1917, North Dakota passed SB 294 to loosen blue laws restricting activities on Sundays. The bill initially aimed to allow various recreational activities on Sundays, but it was narrowly defeated in the House. However, theater owners quietly added an amendment that allowed movie theaters to open on Sundays by showing agricultural or educational films. This provision was included in a second version of the bill that passed both houses and was signed into law by Governor Lynn Frazier. The repeal of blue laws continued over the years, with a significant change occurring in 2019 with the passing of Blue Law House Bill 1097, allowing big retailers to open on Sunday mornings. This change marked a significant shift in Sunday activity regulations in North Dakota.
