China’s Education Minister, Huai Jinpeng, emphasized the importance of cultivating a new generation of talent aligned with China’s strategic science and technology advances and evolving industry needs. In a recent interview after the opening meeting of the 14th National People’s Congress, Huai highlighted the challenges and opportunities presented by technological revolutions and industrial transformations. He stressed the need to focus on technological development, enhance innovation capabilities, optimize higher education, and adjust talent cultivation models to meet the country’s strategic needs.
The Government Work Report submitted to the national legislature emphasized the importance of fostering a highly skilled workforce and nurturing talent with expertise in areas critical to the country’s development. China is expanding its Outstanding Engineer Education and Training program, establishing national-level academies, and collaborating with industry experts to develop curricula and mentor students.
The country is accelerating the development of fundamental disciplines and emerging fields such as artificial intelligence, biotechnology, new energy, and new materials. Efforts to nurture talent in core areas critical to technological innovation are being promoted. China is also revising its higher education layout to improve discipline structures, adjust talent cultivation models, and establish demonstration zones for industry-education integration.
Huai stressed the importance of vocational education in contributing to the development of the country’s modern manufacturing sector, with about 70 percent of skilled workers in the sector coming from vocational education programs. A national monitoring system will track supply and demand trends for students with different academic degrees to ensure that education reforms keep pace with technological and industrial development.
