Report explains how sexual misconduct allegations against Baltimore County teacher were overlooked.


The Maryland Office of the Inspector General for Education released a report on July 8 detailing how a former Baltimore County teacher, Mark Planamente, was able to slip through the cracks and sexually solicit a minor while working at a private school due to a lack of understanding of grooming behaviors by school administrators. Planamente, who is currently serving a five-year sentence, had a history of inappropriate interactions with students but was able to secure teaching positions at Catholic schools in Baltimore County.

The report highlighted problems with how public and private schools communicate through background checks and urged for better guidelines, enhanced communication, and standardized training to prevent future incidents. Planamente’s case revealed deficiencies in how allegations of sexual misconduct are reported and investigated during the hiring process.

The investigation found that while safeguards were in place to screen prospective employees, the lack of a clear definition of grooming behaviors and inconsistent responses from educational institutions led to Planamente slipping through the cracks. The report recommended establishing new standards for training materials to clarify sexual misconduct and grooming behaviors to ensure the safety of students.

School officials from Catholic High School and Sisters Academy, where Planamente was employed, defended their hiring decisions but acknowledged the need for improved communication and training regarding child safety. As a result of the findings, Baltimore County Public Schools is updating district definitions to include grooming behaviors to prevent similar incidents in the future.

The case underscores the importance of precise guidelines, improved communication channels, and standardized training to protect students from potential harm in educational settings. The Maryland Office of the Inspector General for Education is working with the State Department of Education to implement the recommendations outlined in the report.
