Proposed Bills Introduce New Regulations and Support for North Dakota Libraries


North Dakota lawmakers are revisiting regulations about the placement of library materials, particularly those deemed explicit, in public and school libraries. Senate Bill 2307 aims to remove explicit sexual material or place it in restricted areas to protect minors. The bill also calls for investigations and possible withholding of state funds from libraries that violate these guidelines. This follows a previous law, House Bill 1205, which required libraries to develop policies for handling explicit material and responding to complaints.
Additionally, House Bill 1420 clarifies the distribution of grants by the State Library Coordinating Council, ensuring proper allocation of funds. On the other hand, Senate Bill 2219 facilitates the sharing of surplus materials between the State Library and local libraries, streamlining the process of providing valuable resources.
The goal is to enhance the working relationship between the State Library and local libraries, as well as improve the distribution of materials that can benefit communities. These legislative measures aim to ensure that libraries maintain appropriate collections, address public concerns, and make the most of available resources. The North Dakota Newspaper Association, through a grant from the NDNA Education Foundation, provides coverage of these legislative sessions to inform and engage the public.
