Debate over mandating public comment period at local meetings in North Dakota Legislature


North Dakota school boards are opposing Senate Bill 2180, which would require public comment periods during regular meetings of local subdivisions. The bill, sponsored by Sen. Bob Paulson in response to complaints about limited public comment, has been amended to mandate monthly public comment periods. However, the North Dakota School Boards Association and 168 school boards are against the bill, arguing that their meetings are not public meetings but meetings held in public. They believe local rules for public comments should be controlled at the local level to maintain order and focus during meetings.

While some like former Mayor Kory Peterson support the bill for allowing public input on unforeseen topics, others like Sheri Haugen-Hoffart of the Public Service Commission oppose it, citing the burden of holding public comment periods during every meeting. Sen. Kristin Roers, chair of the Senate State and Local Government Committee, plans to amend the bill further to provide more control to political subdivisions on their public comments policies. The goal is to find a balance between allowing public input and ensuring meetings can be conducted efficiently at the local level.
