The General Counsel for Kentucky Governor Andy Beshear has given Letcher County Sheriff Shawn “Mickey” Stines an ultimatum to resign by the end of the week or face removal proceedings. Stines has pleaded not guilty to first-degree murder charges in connection with the shooting of District Judge Kevin Mullins, who was killed in his chambers. The shooting occurred after an argument inside the courthouse, though authorities have not disclosed a possible motive. Stines has 20 days to prepare a defense under the state law that allows governors to fire peace officers for neglect.
Stines was deposed for nearly four hours in connection with a federal lawsuit alleging that a deputy under his command abused a woman inside Judge Mullins’ chambers. Stines’ lawyer argued that he was protected from being sued due to his position as an elected official and law enforcement officer. State police are investigating a potential link between the lawsuit and the shooting, with no motive being ruled out at this point.
The Letcher County Sheriff’s Office and County Judge/Executive have not immediately responded to requests for comment. Stines’ lawyer in the federal lawsuit has stated that they were unaware of the circumstances surrounding Judge Mullins’ death and hope to have a clearer understanding in the future. The Governor’s office is moving forward with the removal proceedings against Stines if he does not resign by the end of the week.
